| Description: | José Guadalupe Osuna Millán obtained his undergraduate degree in economics from the Universidad Autónoma de Baja California (UABC) and earned a master's degree in industrial economics from the Instituto Politécnico Nacional (IPN). He has specialized in economic research due in part to his extensive experience as a professor of economics as part of the faculty at UABC and in the Department of Graduate Studies at IPN. He was also the Assistant Director of the Faculty of Economics at UABC and Director of the Institute for Economic Research at UABC. He has written numerous articles and published essays in magazines such as Federalismo y Desarrollo en Banobras, The Economist, Ciclos, and others. Gov. Osuna Millán served as Director of Public Investments, Assistant Secretary of Public Investments for the Government of Baja California, Federal Director of Real Estate in Tijuana, Director of the State Public Utilities Commission of Tijuana, he was Mayor of Tijuana, Director of the State Water Commission, and the Federal Delegate for Baja California. His extensive experience as a public servant offers a very broad perspective of the economic and development activities of the city of Tijuana of the State of Baja California. |
