Strategic Stability and Extended Deterrence on the Korean Peninsula

North Korea recently passed a new nuclear weapons law that outlined a much wider array of operational uses for its nuclear arsenal. What are the implications for strategic stability on the peninsula? What steps are being taken—and should be taken—to strengthen extended deterrence through the US-South Korea alliance? And is there still a path to a nuclear or missile deal of some sort or is that door now completely shut?

Ankit Panda is the Stanton Senior Fellow in the Nuclear Policy Program at the Carnegie Endowment for International Peace, and one of the leading analysts of the North Korean nuclear issue. He has held a number of prestigious positions, including at the Federation of American Scientists and German Marshall Fund, and has testified on security issues before the Senate Armed Services Committee and the U.S.-China Economic and Security Review Commission. He is the author of Kim Jong Un and the Bomb: Survival and Deterrence in North Korea (Hurst Publishers/Oxford University Press, 2020) and has written widely in both journalistic venues (the New York Times, the Washington Post, Foreign Affairs, Foreign Policy, the New Republic, and the National Interest) as well as scholarly outlets such as Survival and the Washington Quarterly. He is editor-at-large at the Diplomat, where he hosts the Asia Geopolitics podcast, and a contributing editor at War on the Rocks, a leading blog on international security affairs.

In addition to directing the Korea-Pacific Program, Stephan Haggard is the Krause Distinguished Professor at the School of Global Policy and Strategy and the author with Marcus Noland of "Famine in North Korea" (2007), "Witness to Transformation: Refugee Insights into North Korea" (2011) and "Hard Target: Sanctions, Engagement and the Case of North Korea" (2017).
